Maj. David Charles Grusch, USAF (ret.), a 14-year intelligence officer with service at the National Geospatial-Intelligence Agency, the National Reconnaissance Office, and AARO (where he was the NRO’s representative from 2019 to 2021), filed a Department of Defense Inspector General complaint in May 2022 alleging that the U.S. government operates an illegal, unappropriated ‘crash retrieval and reverse-engineering’ program. He filed a parallel Intelligence Community Whistleblower Protection Act complaint with the Intelligence Community Inspector General; the ICIG found his complaint ‘urgent and credible.’ Grusch testified under oath before the House Oversight Subcommittee on National Security on 26 July 2023, accompanied by retired Cmdr. David Fravor and former F/A-18F pilot Ryan Graves. He stated that he had been told of recovered non-human biological remains; under oath, with bipartisan questioning from Reps.
