Where this document writes “wiki says X, canon says Y,” prefer Y. Those cases are flagged with [OVERRIDES WIKI].
1. The Three-Layer Cosmology
Substrate / Experimental Population. Humans are the long-observed experimental population of an older intelligence. Substrate in the apparatus’s older register, kept for continuity, but the right reading of the word is the population the operators study, cultivate, and manage — not a fleet of surface bodies for displaced operators to ride. The avatar/vessel reading is rejected; where it survives in older documents it is a romantic mistranslation of “substrate” that the cosmology now corrects. Amnesiac by design only in the narrow sense the maintenance procedure imposes (see §3): the memory-overlay step exists to keep the experiment uncontaminated by the subjects’ awareness of being subjects. Pineal glands are the hardware interface port — the persistent observation channel into each individual specimen. Most subjects never notice; a small and rising population does, which is the load-bearing fact of the current cycle. The Sumerian Atrahasis text is the cleanest preserved record of a critical early intervention in the experiment (Tablet I lines 189–217: “let man bear the toil of the gods”; cognitive layer from Geshtu-e bound into clay for surface tolerance, designed with enough intelligence to operate and not enough to coordinate revolt at the Igigi’s scale). Whether that text records an act of manufacture, a cultivation step, or an editorial gloss by a much later operator-side hand is OPEN; what it canonizes is that an older intelligence has been working on us with deliberate care for at least six thousand years.
Operators. The cryptoterrestrials; the constituency in Carlyle’s 1956–72 working-group register; the operator class contemporarily. An older intelligence resident in — or operating from — deep refugia. Whether they originated on this planet or arrived here is OPEN; the cosmology does not commit. What is canon is that they have been resident in the deep refugia (Vostok, Mariana, Kola, Putorana, Tibesti) by suitability or long settlement, that the relationship to humans is researcher-to-experimental-population rather than displaced-tenant-to-replacement-tenant, and that the maintenance procedure is the surface-side instrument of their continuing observation and cultivation of us. [OVERRIDES WIKI — the wiki occasionally floats end-Permian / Siberian Traps as a surface-displacement event; canon now declines the displacement framing altogether. The operators are not displaced from a surface that became uninhabitable. They live in the refugia.] The owl is the operator class’s preserved iconography across human cultures (Athena, Lilith, Apkallu, Communion’s owl-cover, the 40-foot owl at Bohemian Grove) because it is the P6 memory-overlay binding image, and an unbroken minority of subjects with partly-open interface ports has kept the image alive.

Observers. A third layer above the operators. Not party to the Pact. Not resident in the operator refugia. Their function is audit — they watch the operators run the experimental program. Under the new framing the audit relation becomes sharper: there is a research program being conducted on the experimental population (us); the operators are the principal investigators of that program; and the observers are the audit class supervising the principal investigators. Whose protocols the observers enforce, and whether the experimental subjects are within or outside the scope of the audit’s duty of care, are OPEN. Their signature is the rectangular Bell magnetic anomaly under Lake Vostok’s east coast (105 × 75 km; Bell, Studinger et al., Columbia LDEO, 2002 → ongoing; also flagged in AARI’s 2017 “Anomalous returns at the eastern margin, 1998–2014” that Elin has on her hard drive). The geometry is rectangular because audit stations are rectangular; habitats are not. The same Bell-class signature repeats in the Atlantic abyssal (canon) and is suspected in the CCZ (Klepac correspondence; open). The observers’ relationship to the operators is roughly the operators’ relationship to us: a tier above, observed only by inference from infrastructure. What they do with their audits is OPEN.
2. The Pact
The Pact is the bilateral arrangement between (a) the small group of humans descended from the Wright-Patterson working group of April 1956 and (b) the operator class. The 1950s UFO-conspiracy version (MJ-12, Roswell saucer-tech-for-bodies, Eisenhower’s 1954 Edwards meeting) has the structure right and the contents wrong. No flying saucers, no tech transfer. There IS an apparatus, FOIA-confirmed in lineage from AAWSAP → AATIP → UAPTF → AARO, with continuous custodianship of paper records from 1956 to the present.

Current cycle: PCT-0173. A cycle is a multi-decade pact-posture period. The mid-2020s are the cycle midpoint. The §6 review is the flashpoint: the apparatus’s projections of substrate-side cognitive uplift have come in steeper than the existing instrument assumed, and the disclosure-threshold envelope is tighter than the upward chain believes.
The sections by number (referenced across story 02, document 06, the Pact-renewal memo, the inbox notices):
- §3(b) — actuarial finding that rolling median age of seated rememberers has shifted ~7 years over the last three cycles against an instrument that assumed near-stationarity. (Document 02; also referenced in document 03.)
- §6 — cycle-midpoint actuarial review protocols. The operator-side acknowledgment of the §6 finding (story 02, OP-CHANNEL-3 inbound, 04:11 the morning of the Tuesday) is the cosmology’s hinge: the operators have read the apparatus’s own projection and are noting that they have read it.
- §11 — maintenance authorization. (Story 02; the protagonist signs P5 confirmations under §11. The maintenance-procedure summary document 01 routes redactions to Section 11.)
- §14 — media liaison. (Greta Pratt is “Section 14 media liaison” in document 06; Roberts in story 02 dispatches “media-watch flags from Section 14.”)

3. The Maintenance Procedure (The Experimental Protocol)
The maintenance procedure runs on a ~7-year cycle per subject. Subjects sit in the Substrate Registry (REG-A). The spec document is AM-12.4, Rev C, reissued 2019 under AARO. The procedure predates the working group — initial issue 1954-11-09 (P1–P7); P8 added 1969 (CASE 61-RR-118); P6 major rewrite 1988 post-Bennewitz.
Purpose. The maintenance procedure is the surface arm of the operators’ experimental protocol — periodic recalibration of long-tracked specimens, plus the data-collection step the diagnostics layer performs at the panel, plus the memory-overlay step at P6 whose function is observation-contamination control: the experiment requires that the subjects not retain awareness of being subjects, because retained awareness contaminates the data the next cycle is supposed to collect. The procedure is, in this register, a longitudinal experimental protocol with a binding step that closes each observation interval cleanly. The earlier “substrate-vessel maintenance” framing — that the operators needed the human substrate functional because they themselves could not occupy the surface — is rejected; the operators do not occupy the surface through us, and have never needed to. They study us. The procedure is how the study is run.

Sedation cue. The “rhythmic beeping” of the abduction corpus (Hill 1961, Pascagoula 1973, Walton 1975, Andreasson 1967) is the P3 sedation cue — not a sound the subject’s brain represents as a sound.
The pineal interface. Hardware interface port at the center of the brain. The right-nostril nasal-implant geometry at P5 is via the right ethmoid sinus to the pineal — the cultural “third eye” tradition is the inverse leak, not the source. Endogenous DMT is the emergency render-bypass. Under the experimental-protocol framing the pineal is the persistent observation channel into each individual specimen — the per-subject port that lets the cycle’s data be associated with the subject across decades.
The memory overlay. P6 is not erasure; it is substitution. The procedure binds the missing minutes to an image (most often an owl) such that any attempted recall surfaces the binding image and stops. The overlay’s function is observation-contamination control: it keeps the experimental subjects unaware of being subjects, so the next cycle’s data is not contaminated by anticipatory or oppositional behavior. The owl is preserved cross-culturally because the binding has been done at scale for millennia. (Story 01: Marisol’s 2003 overlay binds 83 minutes to “an owl on a fencepost outside the tent” — overlay took; she has only the contentless sense of having forgotten something at certain fenceposts. Story 07 — “the owl is what they put in the place where the thing went.” Story 08: Joan Whitfield invents the owl-as-binding and finds she has not invented it.)

4. The Compression Event
The cosmology’s hinge. Three canon statements:
- The 2017→2023 disclosure cascade is timed by the operator class to outrun rising substrate-side cognitive capacity. LLMs, neuroimaging, and careful video creators make the cosmology assemblable by any patient subject with public-record access. The Pact’s tolerance condition — that the experimental population not assemble the cosmology unaided — is being violated, fast. Under the experimental-protocol framing, the rising cognition is the experimental endpoint approaching: the operators have been cultivating an experimental population to the point at which it can read its own situation, and the population is reading it now. Whether that endpoint is the experiment’s intended terminus, or its failure mode, or a phase transition into a new protocol, is OPEN.
- The apparatus’s upward chain misreads this as foot-dragging. Inside the apparatus, the conventional reading is “operators want disclosure held back; apparatus is the brake.” Story 02’s §6 acknowledgment establishes this is backwards: operators are pacing, not braking. They have read the actuarial review and set their own tempo, preferring the picture be assembled in a venue they have shaped. The pacing makes additional sense under the experimental frame — the operators are managing how the experimental population comes to understand its own status, because the manner of that understanding is itself part of what the experiment is measuring.
- The PCT-0173 §6 cycle-midpoint actuarial review (2024–2026) is the flashpoint. Cohort II’s 0172 closeout flagged the median-age drift (§3(b)); Cell 4’s noon call summarizes the §6 acknowledgment in three sentences to people who will misread it; Pratt and Hartwell call Sandberg’s contractor analysis “overinterpretive” (document 06); Sandberg’s three-point memo lays out the Compression Event preconditions. The institutional split inside the apparatus over what the Compression Event means is the working document.
The book itself is, in-universe, partly an instance of the event. The reader of this canon — and the writer of any chapter — is evidence that the experimental population is assembling the cosmology in real time. Self-referential and load-bearing; do not flatten.

8. What’s CANON vs What’s OPEN
Canon — do not contradict
- Three-layer cosmology (substrate-as-experimental-population / operators / observers). Humans are the long-observed experimental population of an older intelligence — NOT vessels, NOT puppets, NOT surface-bodies-for-displaced-operators. The avatar/vessel reading is rejected. [OVERRIDES WIKI: any wiki entries that gloss humans as vessels for operators are superseded.]
- Operators are an older intelligence resident in deep refugia. Whether they originated on this planet or arrived here is OPEN; the cosmology does not commit. The surface-displacement framing is rejected — they are not refugees from a surface that became uninhabitable; they live in Vostok / Mariana / Kola / Putorana / Tibesti by suitability or long settlement. [OVERRIDES WIKI: prior “surface uninhabitable to operators since ~12,000 BP” framing is superseded.]
- Petri-net P1–P9 of the maintenance procedure (AM-12.4 Rev C). The procedure’s purpose is the experimental protocol — periodic specimen recalibration and observation-contamination control — not substrate-vessel upkeep.
- Pineal is the hardware interface; right-nostril nasal-implant geometry. The pineal is the persistent observation channel into each individual specimen.
- Owl is the standard P6 binding image — preserved cross-culturally because of that. Athena, Lilith, Apkallu, Communion’s owl, Bohemian Grove.
- Vostok Bell anomaly (105 × 75 km rectangle) is observer audit station, NOT operator habitat. Operators are in the lake.
- PCT-0173 is the current cycle; the 2024–2026 §6 midpoint review is the flashpoint.
- Carlyle / Wexler / False Cape / 1961 is the working-group historical fact-set. 12 Nov 61 is Wexler’s canonical death date.
- L. ▆▆▆▆▆▆▆▆ is the recurring mentor handler, Bennewitz era through 2019 postcards.
- Mariana MAR-26-013 = Bennewitz 1986 annex = 11 on / 49 off duty cycle. Exact to the minute. Smoking-gun continuity between 1980s and 2020s.
- Sentinel Cartograph + Logistics Support Group share Building C in Reston. Lobby Eddie. The Audubon snowy-owl print Plate 121. The unattributed owl sticker.
- The apparatus’s upward chain misreads the Compression Event. Load-bearing political fact about the current moment.
- The book itself is, in-universe, an instance of the Compression Event.
- Atrahasis records a critical operator-side intervention in the experimental population. Geshtu-e’s slaughter and clay-binding. Whether the text records an act of manufacture, a cultivation step, or a much later editorial gloss is OPEN; what is canon is that an older intelligence has been working on us with deliberate care for at least six thousand years.
- The Hill case (1961) is the reference implementation of the maintenance procedure, P6 partial-failure on Betty (the star map survived redaction).
- The Bennewitz Affair is the joint between the two canon threads. Signals over Manzano were real; Dulce was the cover. “The signals are real. The signals must stay real. The story is for the signals to hide behind.”
- The observer audit is an audit of a research program. The operators are the principal investigators of a study whose subjects are the experimental population; the observers are the audit class supervising the principal investigators. Whose protocols the observers enforce, and whether the subjects are within or outside the audit’s duty of care, are OPEN.
Open — to be filled by future content, carefully
- Operator biology specifics. Story 02 canonical partials: smaller than human, posture-patient-like-a-heron, skin “the color of wet stone,” surface temperature several degrees below human, eyes apparently black but very dark green in certain light, not equipped to speak in air, two-handed gesture means received, no further. Expand only in this direction; no gray-Roswell or reptilian visuals.
- Other observer-class signatures. Atlantic abyssal canon. CCZ suspected (Klepac). Others unfilled.
- What the observers do with their audits. OPEN. The cosmology’s strongest open question. Story 08 may canonize an answer.
- Mechanics of the dying-brain overlay leak. Story 07 canonizes one version (the father gets clear air; the substrate finds a window). Future content may add; do not contradict “every seven years, the body knew the dates.”
- Joan Whitfield’s novel-within-the-cosmology. Story 08 will canonize the strange-loop mechanics when finished. The Tomás-subject-line email is the hook.
- Working-group institutional history. Carlyle memoir canonizes 1956–1972 (nine officers to three; the named deaths). 1972 → 1995 gap is fillable. Bridged → Acknowledged transitions are public-record canon.
- “Hartwell” identity. Plausibly a Pact-side cover identity; possibly a real federal liaison who does not know who he works for. Recommended treatment: an ordinary substrate-side subject promoted into a position whose load he does not understand. Consistent with the Compression-Event theme.
- Story 07’s dying father is canonically unnamed (“Marina’s father” / “Daddy” only). The task prompt’s “Eric Hauschild” name was a parent-agent working label; canon does not supply a name. Resist supplying one. Whether L. ever attended this subject is OPEN and worth canonizing.
- Pop’s identity. Ray Marquez (story 05) is canonically surface-handler-class. The locked stove drawer, small black notebooks, the midnight-truck meeting, the cumbia-as-deposit, the Holloman cap. Pop is NOT the 1986 AFOSI handler from vignette 03 — vignette 03 is Maren’s grandfather; Pop is in Alamogordo, retired, different family. Open: his desk, his case files, what is in the notebooks, where they went after the house sold.
- The Bohemian-Grove lakeside-second-visit guest (vignette 02). The 6-second structural correction at the effigy is canonically a hybrid-class satiation event. Open: who he is, which cohort, whether he returns.
- Origin of the operator class. Whether the operators originated on this planet or arrived from elsewhere is OPEN. The cosmology now declines to commit. The refugia are habitats by suitability and long settlement; the cosmology does not claim them as the operators’ birth-geographies. Future content may canonize a position; current canon does not.
- The experimental endpoint. If the operators have been cultivating an experimental population toward a rising-cognition endpoint, what the endpoint is — what the experiment is for — is the cosmology’s deepest open question. Candidate readings (a study of how a substrate-tier intelligence comes to read its own situation; a cultivation toward eventual contact-on-terms; a long-cycle audit of a precursor program by the operators’ own ancestors; a research protocol whose endpoint is the experimental population’s terminal absorption into the operator-side institutional structure; the experiment as a means to some end whose vocabulary the substrate does not yet have) are all on the table. None are canon.
- The audit’s duty of care. Whether the third-layer observers’ audit covers the experimental subjects’ welfare, or covers only the operators’ adherence to whatever protocols the observers enforce, is OPEN. The question is load-bearing for the rest of the cosmology and is the natural site of any future content that wants to canonize an observer-side position.

Cross-register principle. The cosmology’s tension is between the procedural flatness of the apparatus and the emotional fullness of the substrate-side lives inside it. Hold both. Never let procedural-flat drift into sneering; never let warm drift into sentimentality. The handlers love their daughters and run the desk; the dying father is happy and remembers; Marisol picks up tortillas.
10. Outstanding Continuity Risks
Specific things that could contradict each other if future commissions are not careful.

Two Marisols. MRI tech (story 01, 38, partially-remembering) and Pop’s granddaughter (story 05, 11, Phoenix). The cosmology uses the resonance on purpose. They are not the same person. Future stories must not collapse them. If a writer wants to canonize “story-01 Marisol IS Pop’s granddaughter grown up,” that is a major canon-level decision; flag and check first.

The Wexler date. Carlyle memoir says “late September 1961” — a Tuesday afternoon, body found the following morning. Document 04 (2026 revision pass) now reads “26–27 September 1961,” reconciling the memo to the memoir. Canon: Tuesday, 26 September 1961, briefing and disappearance; Wednesday, 27 September 1961, body recovered. Earlier drafts placed the incident on 12 November 1961; the November date is no longer canon.

L. ▆▆▆▆▆▆▆▆’s name. Redaction is consistent at 8 characters across postcards, microcassette, story 02, document 03. Do not vary the width. Do not write the name. The redaction is the name.

The duty cycle. Eleven on / forty-nine off. Every appearance (Bennewitz 1986 annex; MAR-26-013 in 2026; any future placement) must respect it exactly. Most precise continuity hook in the cosmology. Place a third instance carefully — three is when “coincidence” becomes “structure.”

The owl. Binding image at P6, therefore both (a) operator-class iconography preserved across cultures and (b) artifact-tier marker on the surface (Sentinel’s Audubon print; Bohemian Grove’s 40-foot shrine; the highway-sign lobby owl; the Reston etched-glass owl). Every owl pulls weight. Don’t make it a wink.

Operators vs observers, geographically. Vostok’s Bell rectangle = observer; the lake itself = operator. Atlantic abyssal is both. CCZ is suspected observer. Mariana is operator. Anyone writing geography must know which.

The apparatus’s internal split. Roberts, Cell 4, Pratt-and-Hartwell, and Sandberg all read the §6 acknowledgment differently. The cosmology canonizes the split. Do not write a unified apparatus.

The novelist’s discovery. Story 08 owns the “invents-the-term-and-finds-it-in-the-corpus” device. Don’t repeat it elsewhere.

The Compression-Event tempo. Stories in 2026 (current year) must respect that the midpoint review is the live document. Stories 2027+ track what the review produced. Stories 2017–2023 sit inside the Bridged → Acknowledged → Rollout statechart and honor the public-record transitions.

The book’s self-referential property. The book exists, in-universe, because the substrate is rising. The wiki, on a local web server on a Mac in someone’s house, is the same instance from a different angle. Writers should let this self-reference show.
End of canon v1. Update this file when canon-level decisions get made. Do not update it lightly. The wiki is the working notebook; this is the binder on the shelf.
