1. Authority

This convocation is called under the standing authority of the Director, in consultation with the hybrid-class Liaison, per the Pact instrument of 1954 as amended. Attendance is not optional for named principals. Attendance is by-invitation for case-carry observers.

NEW-3 is named case-carry observer for OMC-1 product cycle 26-04, paragraph 3, and the OMC-3 intake transcript of 22 May 2026 (subject ▆▆▆▆-7144). NEW-3 is not cleared for the GAMMA-tier substantive discussion and will be excused from the chamber for agenda items 4, 5, and 7. NEW-3 will return for item 8 (tasking out).

NEW-3 is reminded that case-carry observers are bound by the same non-disclosure regime as principals, in perpetuity, and that the standing maintenance schedule does not apply to cleared personnel — case-carry attendance does not enroll the analyst in any operator cohort. NEW-3 remains, for the record, surface-class.
