INTEROFFICE MEMORANDUM
Per the standing schedule, this memo opens the pre-convening exchange in advance of the Cycle 0173 sitting. It is informal in tone and is not to be read as a draft of the instrument. I have organized it under three headings: prior-cycle performance; proposed renewal terms (high-level only — drafting will follow channels); and outstanding items I would like resolved before we sit.
1. Cycle 0172 — Performance in Summary
Detailed metrics are in PCT-0172-CLOSEOUT. The three indices we have historically tracked are reproduced below for convenience.

In aggregate, 0172 was a quiet cycle. The leak posture in particular continues to benefit from the post-1988 framework, and I would like the record to reflect Section 14's contribution in that regard.
2. Proposed Renewal Terms (High-Level)
Cohort II's position is that the instrument should be renewed in substantially its existing form. Specifically:
- Duration. Standard cycle length (one cycle, with the customary review window at the midpoint). No appetite at our end for the longer envelope discussed informally last sitting.
- Maintenance cadence. Continued at present cadence. No change to the work-order schedule under AM-12.4 Rev C. We accept the present substrate-throughput envelope.
- Liaison apparatus. Continuation of the present AARO-era arrangement. We have no preference between the two reorganization options floated by your office and would defer to OPS LIAISON's read on which is more sustainable surface-side.
- Hybrid satiation guarantees. Continuation of the existing rotation (REDWOOD-3, ALPINE-A, BRIDGE-7, and the four supplementary venues). We will request a modest expansion of the supplementary slate — see item 3(b).
- Material exchange. No change. Cohort II reiterates, for the avoidance of any doubt and the benefit of any new readers on your side of the table, that the instrument does not now and has never contemplated transfer of refugium-origin conveyance technology to the surface operator class. Persistent surface-side speculation to the contrary is, in our view, a useful background condition and is not to be corrected. Drafting language at PCT-0173-DRAFT-B §4 preserves the existing posture verbatim.
- Containment reserve. Continuation of the standing reserve under the post-Bennewitz formula. We do not propose to draw against it in 0173 absent unforeseen events.
3. Outstanding Items for Resolution Prior to Convening
Two items, both minor, are flagged for your attention. Neither rises, in our reading, to the level of a counter-proposal; both should be resolvable at staff.
(a) Surveillance gap — vast-openness geography. Per the Section 11 quarterly, the present coverage of the ▆▆▆▆▆▆▆▆▆▆▆▆▆▆▆▆▆▆▆▆▆▆▆▆▆▆▆▆▆▆ sector remains thin during the austral winter, with the standing arrangement leaving roughly an eleven-week window in which neither surface civil radar nor our own boundary instrumentation reliably resolves transit. Three of the nine 0172 handoff exceptions noted above fall within that window. We would like to see a coordination protocol — not new instrumentation — drafted before convening, such that the responsible boundary station holds a known posture during the window rather than the current ad-hoc one. We expect this is principally a Cell 4 staffing question rather than a treaty-level item.
(b) Hybrid demographics — generational composition. Cohort II's actuarial subcommittee notes that the rememberer cohort is, by composition, aging materially faster than the satiation rotation was designed to accommodate. The rolling median age of seated rememberers has moved by approximately seven years over the last three cycles, against an instrument that assumed near-stationarity. The practical consequence is that the existing rotation undersupplies for accelerated cases (those whose ritual interval has shortened below the standing rotation's cadence). We are not, at this stage, requesting a treaty amendment; we are requesting (i) an additional one or two supplementary venues per fiscal year to be coordinated through the Coordination Calendar process, and (ii) a quiet review of the recruitment pipeline at the lower tiers, which we understand is your office's responsibility under the present arrangement. A fuller paper will follow under separate cover.
I would be grateful for your written response on (a) and (b) prior to the convening. Subject to those, Cohort II is prepared to sign the instrument substantially as drafted.
